Apparently, Duke has reversed its decision, partly due to Franklin Graham's intervention.

A new article ("UCLA Broadcasting Muslim Call to Prayer Declaring 'Allah is Great' on Campus") states that UCLA has been broadcasting Muslim prayers for a while. You can read the details here:
